High times in the City of Angels

According to an article in today's LA Times, a 2007 citywide moratorium on opening new medical marijuana dispensaries has effectively failed. Instead, hundreds of storefronts are brazenly thriving throughout the city.

How could such a thing happen?

The moratorium allows appeals for hardship exemptions from medical marijuana suppliers. The city council has yet to review the appeal applications. And the city attorney won't prosecute any dispensary owners who've appealed until after their exemption applications are reviewed by said city council.

The legislation also lacks provisions for operating near schools or libraries:

When the council passed the moratorium, it did not include LAPD Chief William J Bratton's recommendation to keep dispensaries at least 1,000 feet from places that children frequent.

In short, government incompetence will make your kid high, if your kid can fake a nerve damage injury.
