He was handcuffed behind his back, but was still able to run from deputies

FRESNO, Calif. _ A Porterville man who was handcuffed behind his back ran from Tulare County Sheriff's deputies for a short stretch _ only to be caught once again as two deputies chased after him.

The incident occurred Monday afternoon along Plano Street in Porterville and was caught on video, generating thousands of views on Facebook within the first few hours of its posting.

Arturo Vargas, 28, was arrested on two felony warrants, along with resisting arrest, Sgt. Martin King said. He was re-captured after running a few yards while handcuffed, and was taken back into custody, King added.

Most social media reaction to the video expressed laughter of the incident, rather than concern, that a suspect who was in custody of deputies managed to flee for a bit.

King said it's not common for a suspect to be able to flee despite being in custody of deputies, but it's been known to happen every so often.

The handcuffed suspect running is the latest odd incident captured on video in Porterville. On Friday afternoon, a woman stopped traffic at a busy Porterville intersection as she got topless.

Video of the topless Porterville woman generated about 72,000 views on Twitter.
