Haryana: Case against 3 over university BAMS paper leak

KURUKSHETRA: In connection with the bachelor of ayurvedic medicine and surgery (BAMS) course 'paper leak case' of Shri Krishna Ayush University (SKAU), Kurukshetra of January 2020, after over two and a half years, the Haryana State Vigilance Bureau (SVB) booked three persons including a clerk, a computer operator, former employees of varsity and a student.

On the complaint of SVB's sub-inspector (SI) Subey Singh, a case was registered against a clerk who worked as water carrier in SKAU from 2008 to 2019, a computer operator posted in varsity and a student of BAMS of a college in Hisar district.

As per the information, SKAU had to cancel the exam of the subject 'Padarth Vigyan' scheduled as per the date sheet after its paper got leaked on January 16, 2020.

The first information report (FIR) says that there were allegations that after taking notice of the paper leak, SKAU administration had cancelled the paper in different ayurvedic colleges of Haryana, but the senior officials of varsity did not get an FIR registered into it rather tried to hush-up the same by making a committee of a university level officials.

As per the FIR, the university had issued a date sheet for seven papers to be held from January 16 to 31, 2020. In 2018, accused student of Barwala, Hisar had taken admission in first year of BAMS in the National College of Ayurveda and Hospital, Hisar with five subjects - Padarth Vigyan, Rachna Vigyan, Kriya Vigyan, Ashtang Hridya and Sanskrit, who got re-appear in all subjects in 2019.

"The student contacted his neighbour, presently posted as a clerk at the office of district ayurvedic officer, Hisar, who had earlier worked as water carrier in SKAU from 2008 to 2019. The clerk assured the student that his known person is posted as a computer operator in SKAU and he will arrange the BAMS exam papers through him. The question papers of all the subjects were provided to the student by the clerk on January 12, 2020 while saying that these questions will come in the exams and to make payment later", said SI Subey.

Accused student allegedly distributed among other students important questions of the paper scheduled for January 16, 2020 and collected money from them to give the same to the accused clerk, but on January 16, the paper got canceled after it came to light that it had been leaked.

"The student again contacted the clerk after the reports of paper getting leaked, who assured him while saying that the remaining papers were yet to be conducted and asked the students to send money. The student had transferred an amount of Rs 10,000 to the account of the accused clerk through his friend's Paytm app", said SI Subey.

On the complaint of SI Subey, a case was registered against the three accused under Section 120-B (criminal conspiracy), 201 (causing disappearance of evidence), 409 (criminal breach of trust by public servant) and 420 (cheating) of the Indian Penal Code (IPC), 43 (access to computer resource) and 66 (computer related offences) of the Information Technology (IT) Act and relevant Sections of Prevention of Corruption Act at Ambala SVB police station on July 19.

Investigation officer (IO) of SVB, Kurukshetra unit, inspector Joginder Singh said a case was registered and the same is being investigated. He said so far no arrests were made in this case.
