Harrogate council hands over responsibility for building social homes because staff 'too busy'

Harrogate Borough Council will look to outsource the development of two new social housing projects, as the authority looks to hasten the growth of its stock of affordable homes.

Coun Mike Chamber approved the new projects at a meeting of his housing and safer communities portfolio earlier this month.

The senior councillor also approved the outsourcing of the project to Efficiency North; a grouping of not-for-profit organisations specialising in developing social housing in the Yorkshire and Humber region.

According to a report prepared by council officers, the council’s in-house development team are too busy to progress with the developments.

“Therefore the development through an external contractor was deemed the best option at this point,” the report states.

Efficiency North will be relied upon to progress the project, including the submission of planning applications and design.

The report states that work is planned to start on the sites in January 2020.

The move will see three two-bedroom houses built on Valley Road at Darley, while another project including disability-accessible homes will be built at Fairfax Avenue in Harrogate.

The Fairfax Avenue work will include a one-bedroom accessible bungalow, as well as two three-bedrooms houses, one of which will be accessible.
