What is clear from this brewing caucus conflict is that significant numbers of hardline Republicans are deeply dissatisfied with the spending agreement that Johnson reached with Senate Majority Leader Chuck Schumer. Nevertheless, the reluctance to immediately challenge Johnson's leadership indicates that some members of the party are hesitant to initiate a power struggle within their ranks.
