Hamas announced Monday that it will dissolve its governing body in the Gaza Strip, paving the way for a Palestinian technocratic committee to assume responsibility for the enclave's day-to-day administration as part of ongoing ceasefire and postwar negotiations.
The move marks the most significant political concession by Hamas since the war in Gaza began, signaling its willingness to relinquish civilian governance while discussions continue over the territory's future. Under the proposed arrangement, a nonpartisan committee of Palestinian technocrats will oversee essential public services, humanitarian aid distribution and the reconstruction of Gaza.
The transitional body is expected to be led by Palestinian engineer Ali Shaath, who has been tasked with organizing the administrative committee that will temporarily govern the enclave.
Hamas said the decision is intended to facilitate national reconciliation and support efforts to establish a unified Palestinian administration. However, the group did not announce any plans to disband or disarm its military wing, the Izz ad-Din al-Qassam Brigades, an issue that remains one of the biggest obstacles to a broader peace agreement.
The announcement comes as the United States, Egypt and Qatar continue mediating negotiations aimed at securing a permanent ceasefire, the release of remaining hostages and a postwar governance framework for Gaza.
The U.S.-backed Gaza Peace Committee welcomed Hamas' decision to step aside politically but cautioned that any new administration would be judged by its ability to establish full control over security in the territory.
"We will evaluate this transition by actions, not promises," the committee said in a statement, emphasizing that the future government must ensure that weapons are controlled by legitimate civilian authorities rather than armed factions.
Israel has repeatedly insisted that Hamas cannot play any governing or military role in postwar Gaza. Israeli officials have maintained that the group's complete disarmament is a prerequisite for ending the conflict and beginning large-scale reconstruction.
The technocratic committee is expected to manage basic government functions, including healthcare, education, municipal services and humanitarian assistance, while preparations are made for longer-term political arrangements involving the Palestinian Authority and regional partners.
It remains unclear how authority will be transferred on the ground or whether Hamas will retain informal influence despite relinquishing its official governing role. Analysts say the success of the transition will largely depend on whether the new administration can operate independently while addressing security concerns and rebuilding institutions devastated by months of fighting.
The announcement represents a potentially significant shift in Gaza's political landscape, although key questions surrounding security, reconstruction and the future role of Hamas remain unresolved as international mediators continue negotiations.
