Hamas Announces a New Stage of Understandings in Gaza

Hamas has revealed that a series of understandings aimed at breaking the Israeli siege on the Gaza Strip will be implemented through regional mediation.

During a press conference in Gaza on Monday, Hamas spokesman Hazem Qassem said the understandings include improvements to Gaza's water and electricity supplies, relaxed import and export rules, and opening up job opportunities.

Qassem added that the mediators informed the factions during the past days about Israel's commitment to the understandings.

He described the understandings as an achievement for the Marches of Return that aim to achieve Palestinian national rights.

His statements concurred with the Postal Bank in Gaza dispersing financial aid presented by Qatar, worth USD100 for each family. The process kicked off upon the arrival of Qatari Ambassador Mohammed al-Emadi to Gaza from Israel on Sunday.

The media bureau of Beit Hanoun crossing said that Jamie McGoldrick, Deputy Special Coordinator for the Middle East Peace Process Nickolay Mladenov, and an accompanying delegation arrived in Gaza.

The Qataris have started a study to establish an additional line for electricity supplies from Israel to the Gaza Strip, in agreement with Israel. But the Palestinian Authority has criticized the move.

Zafer Melhem, head of the Palestinian Energy and Natural Resources Authority, said that Qatar has violated Palestinian sovereignty by communicating with Israel about the project without consulting with the energy authority.

Melhem added that protest letters will be sent to both parties.
