Dutch clubs are expected to ratify the decision to end the season prematurely after major events were banned in the Netherlands until September 1.
The decision follows Uefa's approval that curtailing campaigns will be allowed in such circumstances.
The Moroccan winger agreed a £37.8million move to Stamford Bridge in February and was set to join on July 1. Ziyech will not be able to feature for Chelsea in any games this season but any risk of injury or having to cram in a pre-season with his new club have been alleviated.
Dutch clubs must wait for the outcome of a meeting on Friday to find out if champions will be declared in Eredevisie.
Defending champions Ajax were leading the league table on goal difference from surprise package AZ Alkmaar when the season was suspended in early March.
Ajax were in something of a slump when the league was stopped, having been hauled in by AZ, who have also beaten them home and away this season.
A decision on promotion and relegation is also anticipated. Cambuur Leeuwarden and De Graafschap had a healthy lead at the top of the second division while RKC Waalwijk were floundering at the bottom of the top flight.
Also to be discussed is the outcome of the Dutch Cup final between Feyenoord and Utrecht, which had been scheduled for April 19.
