Guardian Daily: GPs to handle budgets in NHS reform

The Conservative health secretary, Andrew Lansley, has unveiled what he describes as the most radical reforms of the national health service since its inception in 1948. Social affairs editor Randeep Ramesh says under the plans, GPs would handle their own budgets and hospitals would be allowed to go bust.
