Labor has fallen behind in the neck-and-neck race for the final seats in Ginninderra and Brindabella.
ACT Greens candidate Johnathan Davis took a tight lead against his Labor opponent, while Attorney-General Gordon Ramsay has lost ground in Ginninderra, with about 87 per cent of the vote counted.
Counting will continue for the rest of this week and the results are expected to continue to shift as postal votes come in and preferences are distributed.
In the Tuggeranong-based electorate of Brindabella, Mr Davis has taken a 13-vote lead over Labor's Taimus Werner-Gibbings who had pulled ahead earlier this week.
Liberal candidate Andrew Wall had also pulled up on equal footing to Mr Davis with a total 6134 votes as of 7pm Wednesday night.
Labor incumbent Gordon Ramsay has fallen 100 votes behind Liberal contender Peter Cain in the fight for the fifth seat in Ginninderra.
