Grassroots players will be asked to avoid handshakes, spitting, unnecessary handling of the ball and excessive celebrations in plans which could mean the amateur game returns next week.
The FA have submitted detailed proposals to the Government for the return of grassroots football for adults and children and are awaiting approval from the Department of Digital, Culture, Media and Sport and Public Health England.
The plans could affect 102,000 grassroots teams and 1.4million affiliated players across the country.
The recommendations will also include the disinfecting of the ball in breaks and maintaining social distancing between players, officials, coaches and spectators.
The guidelines could be approved this week, raising the possibility of the resumption of matches and training for struggling grassroots clubs.
Meanwhile, Premier League clubs are working towards supporters returning to stadiums next season, which is expected to begin around September 12.
Top-flight clubs are expecting to have 30 to 50 per cent capacity from the start of next term.
