The government plans to require sexual offenders on parole to wear a Global Positioning System (GPS) device, according to a set of measures compiled Thursday by the government to step up preventive measures against sexual crimes and sexual violence.
The main pillars of the measures also include imposing tougher penalties on teachers, nursery teachers and others who molested children and students.
The measures were compiled at a meeting of relevant ministries and agencies held on Thursday. The government will promote measures to deal with offenders and increase its support for victims in an inter-ministerial manner by the end of fiscal 2022, which is when the period designated to strengthen countermeasures against sex crimes is set to expire. The progress of these measures will be checked in April every year.
According to the measures, regarding requiring sexual offenders to wear a GPS device, the Justice Ministry will study relevant legal systems in foreign countries and their implementation methods, among other issues, to decide whether to introduce such a requirement or not.
The measures also stipulate teachers who molest children or students will be dismissed as a disciplinary action in principle. The government is considering also introducing tougher penalties for nursery school teachers and others.
The government will also promote education to prevent children from becoming victims of sexual crimes, including teaching children not to show parts of their body that are covered by a swimsuit to others or to not let others touch those areas, in a way easy to understand. It will also teach children what to do if a sexual crime does occur. Other measures include making support centers and counseling more widely available.
