The Government is expected to announce that masks will be required in certain settings such as public transport, healthcare and in retail after October 22.
On the same date, nightclubs are expected to reopen under the plans signed off by Cabinet on Tuesday.
A Government source said high-risk activities like the reopening of nightclubs will go ahead once Covid conditions are stable.

As suggested by several ministers, masks will continue to be required for certain sectors but not for outdoors and indoor private settings.
This is expected to last until springtime next year.
The Government is also expected to place an emphasis on the use of rapid Covid tests.
Limits on crowds at indoor and outdoor events are also expected to go on October 22 including restrictions on religious ceremonies.
In the new plan, the Government is expected to lift the mandate on the requirement to work from home as the phased return of workers to offices will have taken place since September 20.
