Government pledges £2bn to upgrade roads and railways to 'get economy growing' during coronavirus pandemic

The Government has pledged £2 billion to upgrade roads and railways and said "millions of dangerous potholes" will be filled.

Transport Secretary Grant Shapps said people had a “civic duty” to avoid public transport if at all possible during the coronavirus crisis.

At the Downing Street press conference on Thursday, he said the lockdown had been used to carry out a range of maintenance projects on the road and rail networks, and set out plans for nearly £2 billion of spending.

This includes £1.7 billion for local roads to bring about "smoother journeys" and he said the new funding will encourage people to walk, cycle or take part in the “upcoming e-scooter trial”.

The funding is existing money which is being "streamlined", the Department for Transport later confirmed.

“We’re asking the public to help ensure the transport system does not become overwhelmed," Mr Shapps said.

Millions of “dangerous potholes” will be filled, he said, and money will help fix damage caused by winter flooding and fund numerous road improvement schemes.

He said thousands of Network Rail projects have been completed ahead of time during lockdown and Highways England has delivered over £200 million of upgrades.

However, he said “bureaucratic bindweed” meant British infrastructure was some of the most expensive and slowest to build in the world.

Mr Shapps said: “If building a new hospital takes just two weeks, why should building a new road still take as long as 20 years?

“If GPs’ surgeries can move online, why are most rail passengers still travelling on cardboard tickets?

“We must exploit our new-found capacity to respond at pace and apply it to rapidly improving our infrastructure.”
