Goa: International law university to be set up in Dharbandora, says revenue minister Jennifer Monserrate

PANAJI: The state government has identified land in Dharbandora taluka, near the Sanjivani sugar factory, for setting up of the India International University of Legal Education and Research of Bar Council of India Trust.

The Bar Council of India has sought 2 lakh sqm of land for setting up of the university and the land demarcation process is under way, revenue minister Jennifer Monserrate told TOI.

During the monsoon session of legislative assembly, the state government passed the India International University of Legal Education and Research of the Bar Council of India (BCI) Trust at Goa Bill, 2021.

Earlier, the state cabinet had granted its nod to the bill. There is a provision by which the ‘India International University of Legal Education and Research’ may also establish centres in other parts of India, and abroad.

Chief minister Pramod Sawant had said that 20% of the seats would be reserved for Goans, and the university would be run entirely by the BCI.

While the expenditure to set up the university will be borne by the BCI, the state government will provide the land free of cost, Sawant had said.

At present, there are two law colleges in Goa, both affiliated to the Goa University.

The state, so far, has no law university or National Law School (NLS).

The government had promulgated an ordinance regarding the new university.

A senior officer said that the Chief Justice of India (CJI) or any of his nominees, a sitting Supreme Court judge, will be a “visitor” of the university.

Sawant also told reporters that an international arbitration centre will be established in the state. He said this will be the second such centre in Asia, the first being in Singapore.

The BCI has proposed to establish a university in Goa so as to advance and disseminate learning and knowledge of law and legal processes and their role in national development, among others.
