Trips to and from Tokyo became eligible for the government's Go To Travel campaign on Thursday.
Tokyo was the only part of the country excluded from the domestic tourism promotion initiative when it launched on July 22.
The use of special coupons at travel destinations also became available nationwide on Thursday.
Initially, Tokyo was hastily removed from the list of destinations and as a departure point for the campaign over concerns about novel coronavirus infections. The coupon program also failed to start in July because printing and other necessary procedures took too long.
Go To Travel users can receive a discount of up to 35% of accommodation fees for a maximum savings of 14,000 yen. They can also use coupons at souvenir shops, restaurants and other facilities at their travel destinations to get up to a 15% discount for a maximum savings of 6,000 yen.
At Tokyo Skytree in Sumida Ward, Tokyo, on the day, coupons were being used for admission to the observatory. Staff members wore face shields and held signboards as they guided visitors from the morning throughout the day.
