Garda watchdog to investigate killing of Ballymun man Patrick ‘Pappy’ Lyons

The Garda watchdog yesterday confirmed it has launched a probe into details surrounding the fatal shooting of Patrick ‘Pappy’ Lyons.

It is understood the GSOC investigation will centre around allegation that three gardai were aware of a threat to the victim’s life.

The 44-year-old was blasted up to five times on Thursday, February 11, at Belclare Terrace, Ballymun, North Dublin.

He was known to gardai for minor crimes including theft, public order and drug possession.No arrests have yet been made in the investigation.

The Garda ombudsman commission is probing all aspects of the case after a referral was made by a Garda Superintendent in relation to the investigation, it emerged yesterday.

In a statement issued to the Irish Sunday Mirror, a spokeswoman for GSOC said: “The referral was made under section 102 of the Garda Siochana Act, 2005. The matter is now under examination by GSOC.”

Section 102 of the Garda Siochana Act, 2005, states that: “The Garda Commissioner
shall refer to the Ombudsman Commision any matter that appears to the Garda Commissioner to indicate that the conduct of a member of the Garda Siochana may have resulted in the death of, or serious harm to, a person.”
