Future of services for vulnerable adults in Salford secured following council agreement

Council services for vulnerable adults have been agreed for a further year and three months in Salford following approval from the mayor and his cabinet. The adult social care provisions in Salford include direct payments for specialist needs equipment in the home, Community Occupational Therapy Service, Wheelchair Clinics, Equipment Services, and adaptations to the property from the Accessible Accommodation Services.

This extension was agreed between Salford City Council, NHS Salford Clinical Commissioning Group (CCG) and the Northern Care Alliance NHS Foundation Trust (NCA). A cabinet meeting held at Salford Civic Centre on April 26 saw the contract with an annual worth of £100 million approved by Salford City Mayor Paul Dennett.

This extension will cover the period of April 1, 2021 to June 30, 2022.

It was required due to the various circumstances relating to NHSE service and financial arrangements with CCG nationally and pressures associated with the continuing efforts with the Covid 19 pandemic.The formal extension of the partnership arrangements for the current year, 2021-22 was not brought forward for approval as a result of the pandemic.

The reason given by the cabinet for the approval was to “maintain the strategic arrangement for the delivery of adult social care services in Salford”. Additional work is being undertaken to bring forward proposals for these arrangements beyond June 30.

NHS Salford Clinical Commissioning Group and the Northern Care Alliance had both given their approval to extend the agreement for services under the current terms. This will take the current trilateral partnership arrangement to the date NHS Salford CCG ceases operation.

NHS Salford Clinical Commissioning Group (CCG) is the organisation that decides how to spend the NHS budget on the majority of health services for 270,000 people registered with a GP in Salford.

Speaking of the background of the relationship between the health organisations and Salford City Council, a report said: “In 2016 Salford City Council entered into an agreement with Salford Royal NHS Foundation Trust which delegated to the Northern Care Alliance the discharge of most of Salford City Council’s statutory adult social care functions. Alongside the ASC Functions Partnership Agreement, Salford City Council entered into a Transfer Agreement with the Northern Care Alliance whereby most of the Council’s Adult Social Care staff and the resources used by the Council’s Adult Social Care Staff transferred to the Northern Care Alliance.

“At the same time, formal arrangements for the expansion of the integrated commissioning responsibilities across Salford City Council and NHS Salford Clinical Commissioning Group were agreed.”
