Fuse lit for fireworks ban on private properties in Scotland

Scotland faces a back garden ban on fireworks displays after “overwhelming” public support for restrictions.

The SNP Government published proposals including restrictions on private property and tighter time limits for setting fireworks off.

Blanket bans could be imposed for “no firework” zones near hospitals, retirement homes and animal shelters.

The new proposals work around retail laws which are controlled at UK Government level.

At Holyrood, community safety minister Ash Denham said: “It has become clear that our relationship with fireworks in Scotland is not all positive.

“For some, the noise made by setting off fireworks can be a nuisance, and the disturbance can cause distress to both people and animals.

“Every year we have seen antisocial behaviour involving the use of fireworks; and the risk of injury caused by the misuse of fireworks remains a real concern.”

A Scottish Government consultation on fireworks was opened last year after growing concern that some communities were becoming “war zones” around bonfire night.

Firefighters are routinely targeted while out-of-control yobs set off rockets in residential streets.

Around one in 10 respondents wanted more controls on firework use in Scotland, particularly to protect pets.

The Scottish Government will now establish a review group to look at proposed restrictions where Holyrood has power to make changes.

Gilly Mendes Ferreira, from animal welfare group the Scottish SPCA, said: “For years we have supported tighter restrictions on public use due to the stress and anxiety caused to animals.

“Most calls report animals being injured trying to escape the noise of fireworks, including dogs running onto roads and being hit by oncoming traffic, swans flying into electricity pylons and horses being badly hurt after running through barbed wire fences.

“We will continue to work closely with the Scottish Government to improve animal welfare surrounding the use of fireworks.”
