From Kolkata to the Quad, what's on Marco Rubio’s high-stakes India agenda?

Weeks after a historic BJP win in West Bengal, the state saw another significant marker on Saturday as US Secretary of State Marco Rubio became the first American Secretary of State to visit the eastern metropolis in over a decade.

Rubio began his first official four-day visit to India on Saturday with his first stop in Kolkata, accompanied by his wife Jeanette D. Rubio and US Ambassador to India Sergio Gor.

The US Secretary of State arrived in the city as part of a diplomatic tour that will also take him to New Delhi, Agra and Jaipur.

Rubio’s Kolkata visit also included humanitarian engagements. He toured Mother House, the headquarters of Mother Teresa’s Missionaries of Charity, as well as a children’s home in the city.

The stop is being seen as an attempt to blend diplomacy with outreach rooted in Kolkata’s global humanitarian identity.

The secretary’s broader India itinerary is expected to focus on strategic cooperation, energy security and defence ties.

Before departing for India, Rubio had said the United States was prepared to expand energy exports to India amid global concerns over supply disruptions and rising prices linked to tensions around the Strait of Hormuz.

Calling India a “great partner,” Rubio said he was looking forward to discussions with Quad ministers and Indian leadership over the next few days. Energy cooperation is likely to feature prominently in talks, especially as India seeks to diversify supply chains and secure long-term energy stability.

Moreover, a key highlight of the visit will be the Quad Foreign Ministers’ Meeting scheduled in New Delhi on May 26.

The meeting is expected to bring together Rubio, Australian Foreign Minister Penny Wong, Japanese Foreign Minister Motegi Toshimitsu and External Affairs Minister S Jaishankar.

Discussions are likely to centre on maritime security, emerging technologies, regional stability and expanding strategic cooperation in the Indo-Pacific.

Beyond the diplomatic agenda in Delhi, Rubio is also scheduled to travel to Agra and Jaipur during his India tour.

While official details of those visits remain limited, the inclusion of the two historic cities is being seen as part of a broader effort to showcase India’s cultural and heritage landscape alongside high-level strategic engagement.

Agra, home to the iconic Taj Mahal, and Jaipur, known for its royal architecture and diplomatic significance in hosting international delegations, are expected to provide a softer cultural dimension to an otherwise strategy-heavy visit.

May 23 | Kolkata

May 25 | Agra

Rubio travels to Agra as part of the cultural leg of his India visit.

  • Informal interactions and sightseeing engagements during the visit

May 25–26 | Jaipur

The US Secretary of State will also visit Jaipur, adding a heritage and regional diplomacy component to the tour.
