From Convenience to Inclusion: Engineer Uses AI to Break Communication Barriers

Ismatulla Mansurov, creator of Whispera, demonstrates how his project assists people with communication difficulties, protects their data, and operates without relying on the internet.

The meteoric rise of Artificial Intelligence in recent years has largely been marked by virtual assistants and text generators designed primarily for the convenience of the average user. However, AI’s true potential extends far beyond comfort and automation. The technology has the capacity to transform entire social structures, especially when applied to the inclusion of groups that have historically faced barriers to communication, accessibility, and full participation in public life.

For millions of deaf or hard-of-hearing individuals, for example, interacting with digital systems without specialized support remains a daily challenge. Medical emergencies, professional communication, and access to information often depend on tools that do not take their specific needs into account.

The importance of inclusive technological solutions becomes even clearer when considering global data. It is estimated that more than 430 million people worldwide live with disabling hearing loss — a number that, according to projections by the World Health Organization (WHO), may exceed 700 million by 2050. Despite this widespread impact, only a fraction of today’s digital resources offer effective support for sign communication or accessible interfaces.

In the context of Artificial Intelligence, most major virtual assistants rely on continuous internet access and cloud-based processing — raising serious concerns about privacy, data security, and digital sovereignty. Recent studies indicate that more than 60% of users would stop using services that automatically store their personal data without explicit consent, while nearly 80% express concern about the misuse of sensitive information by large technology corporations.

To better understand this topic, we invited Ismatulla Mansurov, a Full Stack Software Engineer with expertise spanning mobile development (iOS), web development (Ruby on Rails, React), and applied machine learning. For him, the true potential of these tools lies on a much deeper and more necessary frontier: democratizing accessibility for historically neglected communities that face daily linguistic and sensory barriers.

The engineer strongly argues that technology should not merely be an additional layer of convenience for those who already have access to everything, but rather an essential instrument of social justice. Drawing on his previous extensive experience in developing the 999 BSL emergency service in the United Kingdom, he envisions a paradigm shift in which artificial intelligence ceases to be merely a recreational conversational tool and becomes a vital bridge to human autonomy and the preservation of life.

The major breakthrough proposed by his Whispera project is not the creation of algorithms that simply automate bureaucratic tasks or generate superficial content, but the development of complex systems that use highly optimized language and transcription models to translate the world in real time for those facing communication barriers — all in a completely private and secure manner.

A Project of Excellence

At the core of Mansurov’s vision is technological independence combined with individual digital sovereignty. Unlike commercial assistants developed by major technology companies, which require the constant transmission of audio, text, and sensitive information to remote cloud servers, Whispera leverages the raw processing power of local hardware to ensure that no data leaves the user’s device without explicit consent.

This edge-processing architecture, known as Edge AI, ensures that social inclusion does not depend on a stable internet connection or become subject to high network infrastructure costs. As a result, the tool remains functional and reliable in remote areas, during international travel, or in critical situations where connectivity is limited or nonexistent.

“For a deaf person, someone with hearing loss, or an individual with neurological conditions that affect speech, this technology represents a significant improvement in quality of life, preserving access to information and daily social interaction without privacy becoming the involuntary price of digital inclusion,” the specialist states.

Mansurov has technically demonstrated that high-precision transcription models based on neural networks can operate entirely within a modern smartphone, making extremely efficient use of the neural engine in contemporary processors. In doing so, he establishes a new standard of excellence for how high-level software engineering can be directed toward addressing the deepest exclusions of modern society.

Through this ongoing work, artificial intelligence ceases to be viewed with suspicion as a tool for mass surveillance or mere entertainment and instead becomes consolidated as a fundamental and inalienable right. Millions of citizens who were previously marginalized from the technological and social system gain the ability to participate in public life with full independence and absolute security over their most intimate conversations and personal data.

A Future We Can Trust

The legacy of this project and Ismatulla Mansurov’s vision goes far beyond the simple technical functionality of converting audio into text. He envisions a future in which technology acts as a permanent and invisible assistant that respects human dignity above any commercial interest, definitively eliminating the barriers that once separated human potential from the limitations imposed by a still insufficiently inclusive environment.

This new era of local artificial intelligence promises not only to make life easier for those who need support, but also to return control of technology to the hands of individuals — ensuring that the innovation of the future is as secure as it is intelligent, and as human as it is digital.
