Four new WA virus cases, ships to set sail

Four new COVID-19 infections have been recorded in Western Australia, but the state's active case tally has more than halved in recent days.

The new cases are three women and a man, aged 18 to 44, who are in hotel quarantine after returning from overseas.

WA Health is monitoring 16 active cases, down from 42 at the start of the week.

Two infected bulk carrier ships docked at Fremantle Port, the Key Integrity and Al Messilah, have now finished their quarantine periods and been returned to the respective shipping agents.

It's expected the Al Messilah will commence loading and depart Fremantle in coming days, with the Key Integrity likely to follow soon after.

There has been no COVID community spread in WA since April, but its returned traveller cases in hotel quarantine have spiked over the past month.

WA will reopen its borders to all states and territories from November 14, although people from NSW and Victoria will still be required to quarantine for 14 days.

The High Court will on Friday decide on billionaire mining magnate Clive Palmer's battle against the validity of WA's border closures.

The full bench decision comes after two full days of hearings earlier this week.

Premier Mark McGowan has said he is confident the court will rule in the state's favour after Mr Palmer, who was refused entry to WA in May, argued the hard border breached freedom of interstate movement enshrined in the constitution.
