Four men were arrested after police stopped an Audi and found number plates and a cordless drill inside.
At around 6.15pm police stopped a grey Audi on Grasmere Street in Everton and recovered the items.
Officers then carried out warrants at addresses in Everton and recovered car keys, signal jammers and car key programmers.

Four men aged 27 ,21, 20 and 34 were arrested on suspicion of going equipped for theft.
The 27-year-old was further arrested on suspicion of driving while disqualified and theft of a motor vehicle.
The men were questioned by police and the 21-year-old, 20-year-old and 34-year-old have now been released under investigation pending further enquiries.
Daniel Young, aged 27, has now been charged with driving while disqualified. He was remanded in custody and appeared in court this morning, Monday , February 7.
