Former skip hire boss hit with fine after telling driver to dump loads of rubbish in a back lane

A waste disposal boss was caught dumping a skip load of rubbish in the back lanes of a residential street because it was "too expensive" to get rid of properly.

Andrew Green, a former director of Greens Recycling, was found guilty for allowing one of his drivers to dump waste at the back of Ceridwen Street in Maerdy, Rhondda Cynon Taf, after the customer refused to pay for collection.

Green said the customer wanted his then-company to dump the contents of the skip so that they could arrange a "cheaper" collection at a later date.

Appearing at Merthyr Tydfil Magistrates Courts on August 7, Green claimed the company went back to clear up the items and disposed of it appropriately.

However, his decision to allow the driver to dump the load, which had been filmed unbeknown to him, has seen him hit with a £1,500 fine.

The dumped waste, which was mostly builder's rubble, was reported to Rhondda Cynon Taf Council’s Streetcare Enforcement team but when the enforcement officer went to investigate, there was no evidence to point to who was responsible.

Green was traced by the video footage which had captured the branded lorry in action.

The 55-year-old former director, from Pengam, pleaded guilty and was prosecuted for fly tipping under Section 33(1)(a) Environmental Protection Act 1990. He was fined £665 for his actions and ordered to pay £600 costs, plus a £66 victim surcharge.

Nigel Wheeler, group director for prosperity, development and frontline services for Rhondda Cynon Taf Council, said: “This successful prosecution sends a clear message that fly tipping will not be tolerated, and is the latest in a series of cases where the council has taken further action when people have dumped, or failed to control, their waste items.

“There is no excuse for fly-tipping and we will use all of the powers we have available to hold those accountable for their actions."
