Former Labor candidate faces court over corruption watchdog charges

A former Labor Victorian election candidate who pulled out of the race weeks before polling day has faced court on charges laid by the anti-corruption watchdog.

Justin Mammarella stood down as Labor's candidate for Melton one month out from the November 24 election, citing family reasons.

He is among four people charged by the Independent Broad-based Anti-corruption Commission (IBAC) following an investigation into alleged electoral fraud.

The investigation, which was given the name Operation Naxos, examined allegations that the printing entitlements in the office of then-state MP Khalil Eideh were being misused.

The alleged rort involved claiming entitlements in excess of what was actually being carried out, and then funnelling the difference into Labor Party memberships.

Mr Eideh resigned at the last election, and has denied any wrongdoing.

The investigation is ongoing.

Father and son among four charged

Umberto Mammarella (who is the father of Justin), Angela Scarpaci and Jeffrey O'Donnell have also been charged following IBAC's investigation.

The four accused faced a file hearing at the Melbourne Magistrates Court, after charges were laid in December.

They are related to information that was provided to IBAC, rather than any misuse of electorate office entitlements.

They include attempting to pervert the course of justice, perjury, conspiracy to mislead IBAC and disclosure of an IBAC investigation.

The court heard it would take longer to compile the brief of evidence, because material from listening devices needed to be transcribed.

The matter will return to court on April 3.
