Former GAA president John Horan suggests withdrawing and tweaking Special Congress motions on football reform

Former GAA president John Horan has entered the Special Congress debate.

At a briefing of county chairpersons and Central Council delegates this evening, Horan suggested that the ‘proposal A’ motion, which would see counties move provinces in the All-Ireland SFC, be withdrawn ahead of next Saturday’s debate on Championship reform.

It is felt that the motion is most unlikely to be passed and that it is clouding the debate, with proposal B appearing to be the more plausible of the two alternatives.

However, Horan also put forward an idea that ‘proposal B’, which would essentially see the League format flipped for the Championship, be taken away for redrafting and tweaking ahead of a full Congress in February, with a view to it being introduced in 2023 if passed.

That would mean that the 2022 season would proceed along the lines of the pre-2018 qualifier format, though whether there is a willingness to embrace Horan’s thinking remains to be seen and may not become apparent until Saturday’s gathering at Croke Park.

Horan appointed the Calendar Review Taskforce which came up with the proposals and stated his preference for ‘B’ while still in office.

He was succeeded by Larry McCarthy in February last having completed his three-year term.
