Five counties currently have a coronavirus incidence rate of more than 50 per 100,000 people over the last two weeks, according to the latest data.
Carlow, Dublin, Kildare, Limerick and Tipperary are the worst hit counties by the virus over the last 14 days.
HPSC data up until Sunday at midnight shows the incidence rate for all 26 counties in the Republic with Sligo currently having the best rate of just 3.1.
Limerick's is now the highest at 59.5, closely followed by Kildare at 58.9 and then Dublin at 58.7.
Tipperary's incidence rate over the two week period is now 57.7 while Carlow's stands at 52.7.
These figures are up until Sunday midnight and do not take into account the new cases announced on Monday evening where Limerick and Dublin saw another jump.
Both these counties have been placed on high alert by Dr Ronan Glynn with the next seven days described as "vital".
It has not been made clear by NPHET at what incidence rate local restrictions are needed but Kildare's figure was well in excess of 100 when the action was taken.
