Final two missing people named in Jersey flat explosion with nine feared dead in total

The final victims of in the horror Jersey blast have been named with nine feared dead as recovery work continues.

Firefighters were called to the block of flats in St Helier just after 8.30pm on Friday when occupants smelled gas, and it was allegedly deemed safe before the explosion nine hours later.

Now Ken Ralph, 72, and Jane Ralph, 71, have been named as among those missing since the blast, said Jersey police.

Police previously named other victims as Peter Bowler, 72, Raymond Brown, 71, Romeu de Almeida, 67, Louise de Almeida, 64, Derek Ellis, 61, Sylvia Ellis, 73, and Billy Marsden, 63.

Seven deaths have so far been confirmed as the recovery operation continues, but emergency services are not expected to find any more survivors.

The explosion happened at the three-storey Haut du Mont residential block on Pier Road, St Helier, on Saturday at about 4am.

Since the identities of the final couple were released, tributes to them have been flooding in.

One said: "So sad. I worked with Ken many years ago, he was such a lovely, kind man. My thoughts and prayers are with his family. RIP."

Another said: "They were a lovely couple. Condolences to all the family,"

An investigation into the cause of Saturday’s fatal explosion in Pier Road will be carried out by independent experts for ‘transparency’ reasons.

Chief fire officer Paul Brown said independent experts would carry out an investigation into the cause for "transparency" reasons.

He had previously revealed crews were called to the three-story block of flats after residents reported smelling gas just hours before the explosion, at 8:36pm on Friday.

He said: "The most important reason is independence and transparency. The States of Jersey Fire and Rescue Service attended the scene on Friday evening; that has been part of the conversation so far.

"I think it is important – because my priority is on those who have been lost and people left behind – that everyone is absolutely assured about the openness and transparency and the relentless drive for the truth through facts, and that is why I am determined that we will have an independent view of the cause of the explosion."

Concerning the Friday call-out, Mr Brown said: "There are two statements of fact: one, the States of Jersey Fire and Rescue Service were called and attended the scene at 8.36pm; the other is that the Service handed over to Island Energy at 9.01pm."

He added that the most appropriate way to convey more information about what happened on Friday evening would be through the investigative process.

Mr Brown said that the investigation, which the service would fully contribute to, would be ‘complex and long’.

A Jersey Police spokesperson said: "Operations at the Haut du Mont site on Pier Road continue as a search and recovery.

"Disaster Victim Identification (DVI) strategies are in place and specialist officers continue to survey the scene alongside Fire and Ambulance Services and tactical advisors from Urban Search and Rescue (USAR)."

He said their families had been made aware of the announcement before other Islanders and continued to be supported by special officers.

Jersey's energy supplier has announced it is carrying out safety testing of the entire island's gas supply.

Mr Smith said on Sunday that the "likely" cause was a gas leak - but Jo Cox, chief officer at Island Energy, said the flats affected were not connected to the gas network.

According to the Jersey Evening Post, a statement on Monday afternoon from Ms Cox said: "Island Energy continues to work alongside the emergency services as they continue their recovery operation.

"The company will conduct its own investigation into what happened, as well as helping the various official inquiries.

"Our engineers are safety-testing the island's gas network, and this will be completed in the next few days. No issues have been detected in the survey so far."
