Final report on garbage plant before poll code: UT adviser

CHANDIGARH: With elections to Chandigarh MC scheduled to take place in December, UT adviser Dharam Pal has asked the civic body’s commissioner to enure two vital documents for upgrading the city’s waste processing plant are finalised before the code of conduct for the polls comes into force in the city.

Chandigarh municipal corporation (MC) House had in July roped in the Indian Institute of Technology (IIT), Ropar, for preparing the detailed project report (DPR) and request for proposal (RFP) to upgrade and maintain the plant.

Pal said in a recent meeting, he asked MC commissioner Anindita Mitra to coordinate with the IIT and aim for finalising DPR and RFP before the code of conduct for MC polls comes into force. The direction seems to be a fallout of Pal trying to ensure the project is not delayed any further. After work on the plant’s upgrade had been delayed for long, Pal had in July asked then then MC commissioner, K K Yadav, to ensure the MC House cleared the project, following the job of deciding the technology to be used for the plant was awarded to IIT, Ropar, in July end. Under this, IIT is preparing DPR and RFP.

Adviser: Don’t delay garbage plant reports

Pal had, at the time, told Yadav that if the corporation could not finalise a technology for 100% processing of garbage, the UT administration would do it. “The expert committee has already recommended the technology. The MC general house should decide the matter quickly. If the MC is not finalising the technology, it should send the matter directly to UT administration; we will approve it and will direct the MC to go ahead with the new technology. It is a matter of public concern and MC should not delay it,” he said.

The civic body last year had taken back the garbage processing plant from Jaypee group. The MC had then decided to hand over the plant to a private player for upgrading the machinery and managing the plant.MC invited expression of interest for this and the agenda was passed on December 31 last year.
