Family call for FAI into death of OAP left lying for 11 hours after attack despite dialling 999

The family of a man who died after he was attacked by a mentally ill neighbour have called for a fatal accident inquiry to be held into his death.

John White, 75, dialled 999 after being kicked in the stomach in a street assault by Oskars Rancevs, who also battered to death ­Martyn Smith, 73, in the same incident.

But officers sent to the OAP’s home in Oban failed to speak to him, mistaking another elderly man they talked to for John.

His sister Joan Drummond wants an FAI into the October 2018 ­tragedy after growing frustrated by the wait for answers.

Ex-cabbie John lay in his flat for 11 hours, his phone in his hand, until worried relatives called police.

He had died from ­cardiac arrest caused by stress.

His death was referred to the Police ­Investigation and Review Commissioner (PIRC), whose report was passed to the Crown Office last year.

Joan, 83, from Oban, said: “I want a fatal ­accident inquiry into his death so we can finally get the answers we have waited so long for.

"Something went wrong. We know that. There needs to be an investigation.

“We need to understand what ­happened, what went wrong and what could have been done ­differently?

"Why can’t we find out why my brother was left lying there for all those hours?”

Latvian Rancevs, 33, attacked ­former SAS soldier Martyn as he stood outside his flat talking to John at 9.30am.

He pushed Martyn to the ground, before kicking and jumping on him.

John escaped after Rancevs booted him in the stomach twice and he locked himself into his flat, where he was eventually found dead at 8.10pm.

In February, Rancevs was found not guilty of murdering Martyn and the culpable homicide of John because he suffered from bipolar disorder.

He was ordered to be detained at the State Hospital in Carstairs.

The Crown Office said: “We are committed to ensuring that the facts and circumstances ­surrounding the death are ­investigated as thoroughly and ­expediently as possible.”
