GMP blames Donald Trump visit and England's World Cup success for £7m wages overspend

Greater Manchester Police has blamed the visit of Donald Trump for contributing to a £7m wages overspend.

Last summer's visit to the UK by the US president and England's progression to the World Cup semi-finals were cited among the reasons for GMP going way over its wages budget, according to the latest accounts.

The unaudited accounts dated May 31 revealed that GMP had spent £7m more than budgeted on wages, blaming in part last year's visit of US president Donald Trump and England's progression to the semi-finals of the World Cup in Russia.

The document revealed both wages and overtime of police officers and staff had cost more than expected during the financial year ending in April.

It pointed to fewer officers than expected leaving the force during the year and said the increase in overtime of £2.4m included overtime worked for the visit of the president and to cover the World Cup.

In common with other forces up and down the country, GMP sent police officers to help with the security surrounding the visit of Mr Trump even though he did not come to Manchester.

The force contributed at least 250 officers including riot police, dog handlers, armed police and VIP outriders for the president's July visit.

President Trump swerved the protests in London, instead attending a gala dinner at Blenheim Palace in Oxfordshire before holding talks with Theresa May at her Chequers country retreat in Buckinghamshire.

He then met the Queen at Windsor Castle before heading to Scotland for a weekend of golf.

The total policing cost was £18m and GMP at the time said its contribution was £526,648.65.

The same month saw England progress unexpectedly during the World Cup in Russia, eventually being knocked out in the semi-finals by Croatia.

But apart from the semi-final the council decided against showing any of the games on big screens in Manchester, so instead fans watched the games at home, in the pub or at other privately organised screenings at, for instance, the Great Northern Warehouse.

The council, together with a sponsor, allowed a one big-screen event for the semi at Castlefield Bowl attended by 8,000 fans.

The accounts had showed a balanced budget overall, with the force underspending in other areas to make up for the increased wages bill.

The force spent about £5m less than budgeted on 'supplies and services' and had plundered £3m from the reserves, the deleted accounts showed.

GMP has been asked for a comment.
