FA will block any Premier League plan to axe relegation when top flight returns

The Premier League could be blocked by the FA if they plan on scrapping relegation this season.

The coronavirus pandemic led to a shutdown of the top-flight in March and it is understood clubs have been told the only way to complete the season is for the remaining 92 matches to be played at neutral venues behind closed doors.

Prime Minister Boris Johnson is expected to outline details of how the UK will exit lockdown on Sunday while the next Premier League meeting will take place a day later.

And, amid all the uncertainty, football chiefs continue to be locked in talks over how to resume the football season during the coronavirus crisis which has wreaked havoc all over the globe.

It is understood that top-flight clubs want to play out the season with the threat of relegation removed, but EFL chief Rick Parry this week threatened legal action if they press ahead with those plans.

FA chairman Greg Clarke and his Wembley chiefs have the right to demand promotion and relegation remains in place.

Even if Premier League clubs vote against the decision, a Premier League rule which has been in place since 1991 gives the FA specific powers.

The FA are regarded as a "Special Shareholder" and the document states that rule changes can “be effective only with the consent in writing of the Special Shareholder and without such consent shall not be done or caused to be done”.

It goes on to claim that one of those provisions is “any amendment to, removal of or waiver of ... the number of members and promotion to and relegation from the League”.

This week EFL chairman Parry warned there would be "outrage" and a "breach" of agreements if Championship clubs are denied promotion to the Premier League.

"We expect three Championship clubs to be promoted - the Premier League are aware of our position on that. The Premier League expects three clubs to be relegated," he said.

Asked what would happen if the Premier League's position changed, Parry said: "The lawyers are going to get wealthy if that happens. There would be a degree of outrage from a number of clubs in our Championship, and it would be a breach of the tripartite agreement.

"The safe answer is that it would get very messy. Our expectation is there would be three clubs promoted from the Championship."

Asked about neutral grounds, he added: "Our preference would be to play on the 71 grounds. We don't think there's an overwhelming argument that the probability of fans congregating is a major one."
