A Mohamed Salah hat-trick against Bournemouth moved Jurgen Klopp's side to the summit of English football and City could not leapfrog back over them after going down 2-0 in London.
City can effectively end Chelsea's Premier League title challenge at Stamford Bridge. The champions travel to London looking for a fourth consecutive win over the Blues across all competitions, which would move them 13 points clear of Maurizio Sarri's side with less than half the season played.
Arsenal and Manchester United both recorded much-needed wins, at home to Huddersfield and Fulham respectively, while Crystal Palace let a one-goal lead slip as they went down 3-2 to West Ham.
Tottenham's 2-0 victory away at Leicester City saw Mauricio Pochettino's side keep hold of third place, while ten-man Newcastle were beaten 2-1 by Wolves at home in Sunday's only game.
Gameweek 16 was concluded on Merseyside on Monday with Lucas Digne's free-kick rescuing a draw for Everton against Watford.
