EOW arrests two for duping 45 people of Rs 4.6 crore in the name of DDA’s housing policy

NEW DELHI: Delhi Police’s Economic Offences Wing has arrested two persons who allegedly duped around four dozen investors to the tune of Rs 4.6 crore by floating a fictitious housing society without any approvals or land.

The crooks were to build “MTNL employees house welfare society,” which had no relation with MTNL or its employees, said Chhaya Sharma, joint commissioner (EOW).

The accused have been identified as Jatin Gulrajani (39) from Dwarka and Raj Kumar (42) from Najafgarh. The EOW had received a complaint from one JS Dhaka alleging that he had booked a flat in “MTNL employees house welfare society”. In the month of August 2019, this society published an advertisement and subsequently, he booked one BHK flat (550 sqft) for a cost of Rs 19.8 lakh and paid Rs 4.5 lakh in three installments. There was, however, no progress on the ground and it seemed that the whole scheme was a fraud.

An FIR was registered and investigation taken up. Later on, more victims approached the EOW and made complaints against this society.

The investigation revealed that an amount of Rs 4.6 crore was taken from 45 members in the name of the land pooling policy of Delhi Development Authority. Around 90% of this amount was transferred in the account of one Matrix Enterprises, which was given a huge commission in the name of providing members and arranging land for the society.

A huge amount was found credited in the bank account of the wife of an accused, Jatin Gulrajani, the secretary of the society. Accused Raj Kumar is the proprietor of Matrix Enterprises, police said.

The two accused were arrested on the basis of meticulous investigation and development of information.
