Hundreds of ticketless England fans stormed Wembley stadium and breached security ahead of the Euro 2020 final kick-off, with many taking seats to watch the game.
Clashes broke out between paying supporters and others as powerless stewards were left to clear crowded staircases and exits.
Earlier, Wembley claimed nobosy made it inside the stadium without a ticket, but it later admitted there had been a security breach.
Meanwhile in central London hundreds of fans turned the Soho area around Leicester Square into an unofficial fan zone. Some were seen throwing glass bottles, and streets were left covered in litter.
Police had earlier urged fans not to travel to London if they did not have a ticket, citing Covid regulations that remain in force until 19 July.
