Southgate will name the players he will taking to the championships at a press conference at 1pm at St George's Park tomorrow (Tuesday, May 25).
The Premier League's final fixtures for 2020/21 season were played yesterday which provided yet more uncertainty with Kalvin Phillips suffering a shoulder injury in Leeds win over West Brom.
Burnley goalkeeper Nick Pope will also have knee surgery which cast doubt over his selection.
Questions remain over the inclusion of Liverpool's number 66, full-back Trent Alexander-Arnold, despite his form improving with the Reds.
Ole Gunnar Solskjaer has also confirmed defender Harry Maguire is unlikely to captain Manchester United in the Europa League Final against Villarreal on Wednesday due to ankle ligament damage he suffered at Aston Villa on May 9.
Solskjaer told the Manchester Evening News: "He's walking but it's a long way from walking to running, to be honest.
"I don't think we'll see him Gdansk, no. But I'm going to give him until Tuesday night, last training session, to see if he can be out there. Steadily but surely he's improving. But ligaments take time to heal."
He therefore remains a doubt for England's opener against Croatia on June 13 but Southgate will be monitoring the situation.
Callum Wilson also missed the last three games of Newcastle's season due to a hamstring injury.
