Egypt's reconciliation law on construction violations will come into effect after Prime Minister Mostafa Madbouly approved the issuance of the law’s executive regulations, announced head of the housing committee in the Egyptian parliament, Alaa Wali.
Through the law, the Egyptian government seeks to end the crisis of building violations, which has worsened in recent years especially after the January 25, 2011 revolution.
Wali explained that the executive regulations clarify the mechanism and procedures of the law’s implementation and the cases that will be reconciled.
The law determines the value of reconciliation between EGP50 and EGP2,000 per meter, depending on the location of the violation and the collection system.
He explained that the executive regulations prepare the forms of reconciliation requests and engineering required to prove the state of the building and determine the categories of the request for reconciliation, which will be calculated according to the size of infringement.
In addition, it will specify the role of the competent administrative authority and all other procedures to be taken regarding requests for conciliation and legalization of the situation, as well as appeal against the committee’s decision in case the citizen did not approve.
The head of the committee affirmed that implementation of the reconciliation will take into account the social and public interest to terminate the procedures and smoothly regularize citizens’ conditions and in accordance with the directives of the political leadership.
The committees will first begin implementing the law by determining the places to which the reconciliation law applies, in light of the maps adopted according to the latest aerial footage made by the armed forces for the entire country, according to Wali.
He pointed out that the reconciliation law has many advantages that benefit citizens and the state. The financial proceeds from the implementation of the law will go to the Treasury, through which infrastructure projects, social housing, and other service projects can be carried out.
