The legal challenge by 16 state attorneys general of President Donald Trump's national emergency declaration to fund his border wall is as solid as steel-reinforced concrete.
Under the Constitution, Congress appropriates funds. The President, the AGs argue, can't use a "manufactured crisis" to unilaterally redirect money intended for "drug interdiction, military construction and law enforcement initiatives."
Bring on the rulings, so the president can bitterly attack the judiciary.
