Edinburgh Tier 3: Strict restrictions to continue in capital with new rules for hospitality

Nicola Sturgeon has outlined which tiers areas of Scotland are expected to be placed in from Monday November 2 in today's statement to the Scottish Parliament.

The First Minister said that she will consider each opposition amendment "in their entirety" and regardless of how the votes go later, she says the government will "seek to take those forward constructively".

She said that "given that we are likely to be living with this virus for a while, we must be as targeted as possible in the actions that we take", adding that the Government are avoiding a 'one size fits all' approach.

She adds that having five levels means the government can avoid a "one-size-fits-all approach".

Outlining where local authority areas are expected to be placed in the new tier system, the First Minister said that cities are likely to stay in same category that is closest to the current restrictions that they are facing now.

Areas in the central belt are likely to be in Tier 3, with most of rest of Scotland placed in Tier 2.

However, the First Minister added that she hoped that the Highlands, Orkney, the Western Isles and Moray could go into Tier 1.

Dundee could go into Tier 3 due to cases rising in Dundee City and Ms Sturgeon added that the Government are considering putting North and South Lanarkshire into the tightest tier level, Tier 4.

Here's what hospitality rules look like for each tier level as outlined by Nicola Sturgeon today:

  • Tier 0 - venues can operate almost normally with slight restrictions on social distancing and group numbers.
  • Tier 1 - similar to Tier 0 but with a curfew meaning that venues will close at 1030pm.
  • Tier 2 - similar to rules ongoing outside Scotland's central belt just now. Venue will be required to close at 1030pm outdoors but indoors can be open until 8pm for food.
  • Tier 3 - similar to the central belt restrictions just now although cafes/pubs/restaurants will be allowed to remain open until 6pm with no alcohol sales.
  • Tier 4 - all hospitality closed.
