Dutch PM blamed for blocking COVID-19 recovery fund in Europe

European leaders have blamed Dutch Prime Minister Mark Rutte for single-handedly blocking a deal for a COVID-19 recovery fund in Europe.

But he is undeterred despite the accusations.
