Dumfries and Galloway councillors urged to amend conditions on plans for houses next to former Interfloor factory

Councillors are being urged to amend conditions attached to a proposed housing development on land next to the former Interfloor factory at Heathhall.

Springfield Properties has the go-ahead to build 64 new homes at the Edinburgh Road site.

But one of the conditions attached to the consent is a requirement for the firm to upgrade the Lochthorn Library road junction before the start of building work on the houses.

And the firm is seeking to have that changed.

It insists that improving the junction before works start would lead to “unnecessary delays” and it is now seeking approval to upgrade the junction after the homes have been built.

Officials agree with the developers and are asking councillors to give their consent to the amendment at Thursday’s planning committee meeting.

The report to members states: “There now exists a conflict between previously agreed conditions regarding the trigger point of when the improved junction works at Lochthorn library should take place.

“Owing to the nature of the development – with Registered Social Landlord funding from the Scottish Government – the applicant considers that full implementation of the improved Lochthorn Library junction before any works could start on site would lead to unnecessary delays in delivering the development.

“Having consulted with both the council’s roads officer and Transport Scotland, who have both offered no objections to the applicant’s proposed alteration, it is considered that this change would be both precise and
necessary.”

Planning permission in principle for the site was agreed in November last year.

Springfield Properties is aiming to transform the brownfield site with a range of one to four bedroom houses with open green space.

The scheme is being delivered in partnership with Cunninghame Housing Association.
