Dublin-wide development plan in doubt following Executive 'cock-up'

The crucial Dublin City Development Plan is in doubt following a "cock-up" by the Council Executive.

The Council bosses added over 200 zoning changes to the draft without the consent of Councillors.

At Monday night's meeting, there was a major fracas when the Councillors realised the changes had been made without their knowledge which ended with an apology from Chief Executive Owen Keegan and Assistant Chief Executive Richard Shakespeare.

The leaders of the Council parties and groups met on Tuesday afternoon to come up with a plan to resolve the issues.

The meeting went on for an hour and three quarters, which is unusual for leader's meetings, and it was decided that the major changes would be removed while the smaller technical amendments proposed by the Executive would be left in.

However, Dublin Live has learned the Council's Law Agent told the meeting that it would be best if all amendments were considered.

Lord Mayor Alison Gilliland put forward the proposal to deal with the unannounced zoning proposals and this was signed off on by a majority of the Group Leaders.

There are over 200 zoning amendments added to the draft city plan, half of which are said to be technical and half are all significant.

There are also 300 further amendments which Councillors have put forward.

The plan was agreed by the majority of the leaders because they felt there would be too many amendments for Councillors to consider.

However, Fine Gael were unhappy with the plan which they say will leave the Dublin City Development Plan open to legal challenges.

They also believe the credibility of the entire plan is now at stake due to the "underhanded" approach of the Executive.

Fine Gael Council Leader Ray McAdam said: "The Fine Gael Councillors are not happy with how the City Council Executive have handled this matter to date.

"We believe in order to ensure the Development Plan is above reproach and the credibility of the plan is not challenged we need to be fully transparent in considering all rezoning proposals across the city including those that have now been put forward by the Executive without the knowledge of the Councillors."

Dublin Live understands Dublin City Council's Law Agent told the meeting that the best approach would be to consider all the amendments proposed by the Executive instead of approving the technical changes and removing the substantial rezonings.

One source at the meeting described the situation Councillors are in as a "complete and utter s**tshow" because it essentially doubles ups on the amount of amendments Councillors have to consider before the meeting next week.

Another said it was a "cock-up" by the Council Executive but added the Councillors have made a "mountain out of a molehill".
