The capital is currently 2nd in the voting poll, far ahead of other nominations and only beaten by Kharthoum, Sudan.
Dublin City Council's proposal would tackle flood management, aiming to reduce flood risks and reduce energy usage at wastewater pumping stations.
The proposal was shortlisted from dozens of cities nominated around the world, with only five shortlisted for the award.
If the council wins the award, they could receive funding and support from global experts on implementing the project.
