A former Buddhist monk who was high on ice when he killed two Victorian grandparents in a horror smash has been jailed for 12 years.

Baramee Janorat, 24, will spend at least seven years behind bars after being sentenced in Victoria's County Court over the crash which killed Robert and Lynette Anderson in October 2019.

Judge Rosemary Carlin said Janorat, who was on his probationary driver's licence when he killed the couple, would be serving a lengthy sentence.

"The knowledge of what you have done will endure long after that sentence is over," the judge said.

"You caused the death of two innocent people.

Janorat drove with 'primed syringe within reach'

In October 2019, Janorat was on his way home from his job as a plasterer when he was seen veering into other lanes before slamming into the car driven by the Andersons in Sunbury, north-west of Melbourne.

"It was impossible for them to avoid you," the judge said.

In the moments after the crash, witnesses described Janorat as having "very narrow pupils".

A loaded syringe with clear liquid was later found near his hand.

"The level of methylamphetamine in your blood was high," the judge said.

"You drove with a primed syringe within reach."

The court heard the crash continued to devastate Mr and Mrs Anderson's three children, who have spoken about the "massive hole" it has left in their lives.

Janorat was born in Thailand and served as a platoon leader in the military there, and also trained as a Buddhist monk.

The court received character references from two Buddhist monks.

"They describe you as respectful, thoughtful and hard-working," the judge said.

Janorat was also disqualified for driving for four years.
