Driver crashed into car on wrong side of the road while high on drugs

A driver under the influence of drugs swerved into the opposite carriageway, collided with a car and then fled the scene.

Richard Moore, 41, was described as "slumped in his seat" by other drivers while travelling on the A469 between Caerphilly and Ystrad Mynach at around 6am on June 21.

After continually swerving onto the wrong side of the road, Moore's Mercedes C 220 collided with the rear wing of a Subaru on the A472 and wrote it off.

When he was approached by witnesses, the defendant was found with blue residue on his mouth and was slurring his words.

He then became aggressive and accused a witness of stealing his phone, before locking himself in his car, climbing out the back and running away.

A sentencing hearing at Cardiff Crown Court on Tuesday heard Moore was a drug addict who was arrested the day before the collision after driving while under the influence.

Prosecutor Claire Pickthall said a witness became concerned while travelling behind the defendant due to his swerving in the road, and overtook him.

The witness then attempted to warn other road users about Moore, by flashing his lights, but victim Mr Radford was hit by the defendant who was travelling in the wrong carriageway. As a result, Mr Radford suffered a fractured hand and his £7,000 vehicle was damaged beyond repair.

Ms Pickthall said Moore initially got out of the car after being approached by other witnesses and offered to pay for the damage, but he became aggressive, got back in his vehicle and kicked out at the windscreen.

He then climbed out and fled the scene, and was later discovered by police in a nearby shed hiding.

When he was arrested, Moore refused to give a sample for analysis and claimed he fled after four men threatened to kill him, but he admitted having little recollection of events. He also later admitted being under the influence of drugs.

The defendant, of Orange Grove, Pentrebane, Cardiff, later pleaded guilty to dangerous driving, driving while disqualified and failure to provide a specimen.

In mitigation, Jenny Yeo said her client had been on remand in custody for six months and had been on a methadone course which had been successful.

She added that father-of-two Moore had been a "functioning addict" for some time and realised he needed to address his issues in order to become drug free.

Sentencing, Judge Richard Williams said: "This was deliberate and flagrant disregard for the rules of the road."

Moore was sentenced to 10 months imprisonment and was disqualified from driving for two years and five months.
