Dr Tony Holohan does not envisage non-essential travel outside of Ireland being allowed by the start of July.
Ryanair announced today that the airline would be restoring 1,000 flights a day from July 1, covering 90% of its normal routes.
However Chief Medical Officer Dr Holohan, while not commenting specifically on Ryanair, said he can't see flying being back to normal by July.
Dr Holohan said: "I'm not commenting on Ryanair particularly but our position at the moment is we are advising against all non-essential travel, I don't envisage that position will have changed in that time frame."
Speaking today Ryanair chief Michael O'Leary said he wanted to give families a holiday before the start of schools again in September.
Speaking to the BBC he said: "Onboard the aircraft we will try to sell all of the seats...
"The business only functions if we can sell most of the seats on most of the flights.
"Now we accept that in July and August the load factors will be lower than that but we don't need social distancing, in fact the (British)government’s already recommended that where social distancing isn’t possible, wear face masks.
"That is the effective measure against the spread of COVID-19, not ineffective measures like a 14 day isolation which nobody will observe anyway."
