
Doubts have been raised about whether the proposed Olympic-sized ice rink development announced on Thursday will ever be delivered.
The ACT government chose Cruachan Investments Pty Ltd to deliver the project after an expression of interest process.
That company has been behind a number of similar proposals for new ice rinks in Adelaide which ultimately failed to get off the ground.
The proposed dual-rink facility would receive government funding, but it would be privately managed.
The government has remained tight-lipped on how much money it would be willing to contribute.
Sports Minister Yvette Berry said the collapse of the Adelaide proposals had given the company an opportunity to invest in the ACT.
But she said she was not sure if the company had ever developed an ice rink before.
According to the Adelaide Advertiser, Marion Council pulled out of a negotiation with Cruachan Investments to build a $30 million venue after the business case created questions about the project's viability.
Council was concerned about equity arrangements, traffic and car parking issues, and details of the assistance required to make the project viable.
But Ms Berry said Canberra could learn from the failed proposals to move forward with its own world class venue.
"The expression of interest process went through a lot of detail about the financing modelling of this, so we need to go through those negotiations in more detail," she said.
"We can learn off Adelaide and what happened down there in South Australia in their proposals, and work towards something more promising here in the ACT.
"These are part of the negotiations so we'll make sure we do that with due diligence.
"But of course we're not going to take any risks with the ACT community's money in respect to a facility of this magnitude in Tuggeranong."
Opposition leader Alistair Coe raised doubts over whether the project would ever get off the ground.
"The government claims there has been some progress, but there is a lot of water to go under the bridge," he said.
"The government is talking a big game when it comes to an ice facility, they've been talking it up for a very long time.
"Like any project there needs to be due diligence, there needs to be proper work done to make sure were getting value for money and that the infrastructure is actually going to be delivered."
Ms Berry said a business case would now be developed and hoped to have more detail on a way forward by early next year.
"I'm feeling pretty confident that we've gotten to this point now ... and we can go to the next stage, building that business case and working on what it's going to look like," she said.
Cruachan Investments did not respond to requests for comment.
