Double murderer was 'perpetual abuser' and could have been stopped, report finds

A man who murdered his wife and stepdaughter was a “perpetual abuser” who could have been stopped, a report found.

Christopher Boon, 31, is serving a minimum 29 years’ jail for stabbing Laura Mortimer, 31, and Ella Dalby, 11, to death in May 2018, after Laura ended their five-year relationship.

A domestic homicide review by the Gloucestershire Safeguarding Children Partnership pointed to missed opportunities that could have averted the tragedy.

It found police first investigated Boon after a brutal attack on a previous partner in 2010 in front of her two children. It highlighted years of abuse towards Laura.

That included her calling police in 2014, when she suffered a head injury.

Boon was arrested, but Laura would not support a prosecution.

The report found Laura sought health services many times for injuries her family believed related to domestic abuse.

Scrutineer, Kevin Crompton said: “There is learning for agencies.”
