Developer linked to Liverpool's stalled sites made bankrupt

A property developer linked to a number of stalled developments in Liverpool has been declared bankrupt.

Kerry Tomlinson, 52, a well known figure in Liverpool's property sector, was the director of Primesite Developments. The company was behind a number of ambitious property schemes but went into liquidation last March.

In recent years Mr Tomlinson has been associated with the controversial Herculaneum Quay development in Dingle.

Mr Tomlinson, who lives in the Ormskirk area, was made bankrupt during a hearing at Liverpool County Court on January 5.

The bankruptcy petition was brought by Lendy Limited and Saving Stream Security Holding Ltd. Lendy, an online crowdfunding company, collapsed into administration in 2019 following action by the Financial Conduct Authority (FCA). Credit firm Saving Stream Security Holding Ltd is also in administration.

In a statement shared with the ECHO, a spokesperson for Mr Tomlinson criticised Lendy and Saving Stream Security Holding for bringing the bankruptcy petition.

The spokesperson said : “The Bankruptcy hearing comes after Mr Tomlinson personally committed to working with the administrators and the investors to ensure that the development completed with all investors able to realise their asset. Everything that could be done to save this project was done and the scheme will be fully delivered early this year.

“Primesites directors were assured, after extensive due diligence, that Lendy were a funding partner that would deliver the full scheme when the agreement took place in 2016, however, the fund entered administration in 2018, taking Herculaneum Quay down with it.

“Primesites directors discharged their duties professionally and with integrity, with the only goal being to deliver the scheme for its investors, which we are satisfied was delivered. It is regrettable that Lendy and Saving Stream Security Holding feel it appropriate to take this action against Mr Tomlinson, when other directors have been discharged of any personal liability in this matter."

RSM Restructuring, the firm managing both Lendy and Saving Stream's administration, declined to comment on the matter.

Herculaneum Quay, a 17-storey development on the site of a historic dock in Dingle, stalled when the firm in charge - Herculaneumco - collapsed in 2018. Investors have since taken over the scheme.

Primesite Developments was behind a number of other significant projects in the city centre.

Building work on The Rise project near Gregson's Well on the edge of the city centre ceased in April 2019. The firm behind the development, Hill Top Rise Ltd, later entered into administration.

Primesite was also behind plans to convert a former Ministry of Defence building into 109 apartments. Building work on the £26m Strand Plaza scheme halted in 2019 and the company behind the scheme entered into administration.

Last year, it was revealed that Strand Plaza had £15.5m worth of debt - with investors raising fears it may never be completed.

Mr Tomlinson was also a director of the controversial Fox Street Village development in Everton but resigned in 2017.
