Democratic PAC Spends Tens Of Millions On State Legislative Races In Ongoing Redistricting Battle: Report

A Democratic PAC is spending $30 million on state legislative races in the ongoing Congressional redistricting battle.

A Democratic-aligned super PAC is taking the fight to redraw future House districts to the state level, investing more than $30 million on state legislative races, Axios reported.

The website noted that the PAC, Forward Majority, has identified eight races in statehouses that could help determine redistricting for six House seats for the 2028 election.

State legislatures have the power to shift the boundaries of congressional districts. Increasing, redistricting has become a political tool used by both political parties to shape the electoral landscape to their favor.

California created a congressional map that was favorable to Democrats and could add as many as five seats. That gain, however, will likely be canceled out by Texas' redistricting which likely will add five seats to the Republican side.

According to Ballotpedia, redistricting efforts thus far favor Republicans with an expected net gain of 10 seats, potentially, based on historic voting trends.

Earlier this year Virginia voters narrowly approved a referendum allowing the redrawing of congressional maps in that state that could have netted a gain of as many as four seats. However, the Virginia Supreme Court struck down the map.

Axios reported that Forward Majority believes that the $30 million investment at the state level is crucial given the ongoing redistricting battles.

"We're in the Wild West now," Leslie Martes, the chief executive officer of Forward Majority, told Axios. "There are 7,000 legislative districts across the country. Not all of them are up this year, but you've got to make sure that you're playing in the right places with the resources that you have."

The PAC believes that eight races in Arizona, Michigan, Minnesota, Pennsylvania, and Wisconsin could ultimately determine control of crucial legislative chambers. Although winning those races this year won't help with the midterms, the strategy is meant to help Democratic chances in the House in 2028 and beyond.

"We think it's one to two seats in Wisconsin, one to three in Pennsylvania, and at least one in Minnesota," Martes told Axios.
